Administration/Safety Service Director- Patrick G. Ross

Mr. Patrick Ross grew up and currently resides in the City of Reading and is the proud father of two daughters, Claudia and Penelope.  He attended Sts. Peter and Paul School and St. Xavier High School in Cincinnati.  He earned a full scholarship to Boston College following High School.

Mr. Ross earned both his Bachelors Degree in Finance and Masters Degree in Administrative Studies from Boston College.  While earning his degrees, he was a football player, earning several accolades including: Team Captain, All Conference Honors, and earning the Scanlon Award, Boston College Football’s highest honor given to the player who best exemplifies a Scholar, Athlete, Gentleman, and Friend.  Following college, Mr. Ross spent three years in the National Football League with the Seattle Seahawks, New England Patriots, Indianapolis Colts, and the Arizona Cardinals.  After finishing his career as a member of the Arizona Cardinals that played in Superbowl XLIII, Mr. Ross returned to Cincinnati to begin his second career in the Public Sector with the City of Reading.

Patrick was initially hired as City Clerk starting in July of 2009. In this role, Patrick was the Human Resource Officer, Processed Payroll, Water Billing, , and Various other Administrative Operations of the City.

In January of 2010, Patrick was hired as the City’s Safety Service Director, serving as the Chief Administrative Official for the City.  During his tenure as Safety Service Director, he has annually created a balanced budget in excess of 20 million dollars.  The day to day operations of the City, including it’s Police, Fire, and Public Works Department is managed by Mr. Ross with his excellent department heads.  He has successfully worked with and negotiated contracts for the City with its three Collective Bargaining Units(Police, Fire, Service).

Mr. Ross has managed millions of dollars in Federal, State, and County grants to do a variety of projects for the benefit of the City.  Some of these projects include major road, water main, and traffic improvements as well as using federal dollars to purchase and remove several blighted properties within the City.  Mr. Ross works closely with our schools, organizations, and businesses to ensure they continue to grow and prosper.  Some major projects he has worked with these organizations on are Viox, General Tool, and Avecia company expansions.  Mr. Ross has also worked closely with Reading Community Schools on their 51 million dollar K-12 school expansion which will be completed by August of 2019.

Mr. Ross is an ICMA, OCMA, and CAMA member.
