City of Reading Adopts Ordinance to Keep Streets Clear of Yard Waste

The City of Reading, Ohio, has passed Ordinance 2025-42, prohibiting the deposit of grass clippings, leaves, and other yard waste onto public roadways, bike lanes, and sidewalks. The measure aims to improve public safety and protect local waterways from pollution.

The ordinance highlights several concerns:

  • Stormwater pollution: Yard waste can clog the Public Storm Sewer System, increasing maintenance costs.

  • Traffic hazards: Loose grass clippings and debris pose dangers to motorists and cyclists.

  • Environmental impact: Excess nutrients from decaying plant matter contribute to algae blooms in waterways.

Under the new rules:

  • Residents must not deposit or blow yard waste into public spaces.

  • Any debris that ends up on the street or sidewalk must be removed immediately after mowing or trimming.

  • Property owners are responsible for ensuring tenants, vendors, and contractors comply.

  • Violations constitute a minor misdemeanor on first offense; repeat offenses elevate to a fourth-degree misdemeanor.

The City Council emphasizes that this ordinance promotes a cleaner, safer community while reducing environmental strain on local ecosystems.
